Action in Family Care First (FCF)

The Research and Advocacy Program recognizes the importance of using evidence to underpin APLE Cambodia’s work and strategic focus. As the newest of APLE’s four programs, it has already developed a variety of research initiatives to analyze previous trends and explore emerging areas of importance. The knowledge and experience, generated through such research, will provide an evidence base, which is currently lacking. This will strengthen advocacy for positive changes in the legal and criminal justice processes, will inform APLE and other NGOs of areas requiring further investigation and attention, and may also provide transferable knowledge which may be of value to other countries with similar problems.

Online Child Sexual Exploitation (OCSE) is an emerging form of exploitation and child sexual abuse that is perpetuated by the internet,  operating within websites,social media platforms and smartphone apps.  It includes the production, possession and distribution of child sexual abuse material online and the grooming of potential child victims online, with the intention of sexual exploitation or abuse, as well as live streaming of child sexual exploitation and abuse.

APLE is leading this research on Online Sexual Exploitable of Children as many Family Care First partners have identified this area of work as a serious concern in Cambodia. The research approach will be agile and adaptive in recognizing emerging issues, or results that identify trends, opportunities and factors that require further attention as the research progresses. The research will look at the current available evidence on the behavior and activities of children and young people online in Cambodia. This will give the researchers a better understanding of the relationship between the online and offline environments, and the potential for violence and sexual abuse and exploitation because of that interaction.
