Mechanisms

Implementation mechanisms are the mechanisms established by governments to translate their laws and policies relating to children’s care into practice. Implementation mechanisms include the authorised bodies and officials who have specific powers, mandates and responsibilities for children’s care and protection. Implementation mechanisms also include the procedures for identifying and directing children/families to appropriate support and for regulating and monitoring the intervention
service system.

This section contains resources that relate to the implementation of the laws and policies pertaining to children’s care. It includes resources about mandated authorities, gatekeeping, monitoring, and the oversight of alternative care services.

Decision-making on alternative care in the best interests of the child should take place through a judicial, administrative or other adequate and recognized procedure, with legal safeguards, including, where appropriate, legal representation on behalf of children in any legal proceedings. It should be based on rigorous assessment, planning and review, through established structures and mechanisms, and should be carried out on a case-by-case basis, by suitably qualified professionals in a multidisciplinary team, wherever possible.
